Garland County, Arkansas · layer three — who gets paid

Who gets paid

Layer three: the companies and people that public documents show receiving Garland County money. This page does not investigate anyone — naming a payee documents a transaction, not a suspicion. Where a public record names a firm, it's here with the source. Where the money is appropriated but no document names who receives it, that's marked plainly and turned into a records request. No verdicts, in either direction.

Budget line (2026)AppropriatedWho receives it
Road & Bridge Improvement (one unrestricted "Supplies" line) $16,000,000 ✖ payees unnamed

These are appropriations — the authorization to spend. The names live in bid records and the check register.

How this becomes knowable — the records exist; they're just not posted

· Garland County road-material and construction awards are made by the County Court (the County Judge) under Act 52 of 1965 and published as annual "Road Materials Court Orders" — the county posts 2017–2024 on its Road Department page. The 2024 order (CC-24-39) is the source for the paving, gravel, and pipe vendors above.

· The $16,000,000 Road & Bridge Improvement Fund is booked in the 2026 ordinance as a single unrestricted "Supplies" line — no project, road, or contractor named. Who is paid from it lives in the county check register and the county court orders that spend it, not in the budget.

· Solid-waste hauling and disposal are contracted by the county and the regional district (SWCRSWMD, chaired by the Hot Springs city manager, with the county judge as secretary); the executed contracts and bid tabulations name the firms and the dollar values.

· Several "Pave it Forward" project bids (Thornton Ferry Rd, Amity/Albright, Pearcy Rd Bridge, Tigre Mountain, Ault Loop) are marked "Awarded" on the county bid portal but posted without a winning firm or amount — the bid tabulation and notice of award for each would complete them.

The records request, ready to send — any Arkansas citizen can send this

Dear Custodian:

Under the Arkansas FOIA, I request copies of the following public records:

1. The county check register / disbursement ledger for the Road & Bridge
Improvement Fund (2800.0200) for calendar year 2026 to date — every
   payee and amount.
2. The bid tabulations and notices of award for these county road projects:
Thornton Ferry Road; Amity Road / Albright Road intersection; Pearcy Road
Bridge repair; Tigre Mountain Road; and Ault Loop.
3. The executed residential solid-waste hauling contract (Town and Country
Sanitation Inc.) and its current annual dollar value, plus the award
result of the 2026 residential-hauler RFP (bids opened April 2, 2026).
4. Any engineering or project-management services contract for the county
   road & bridge improvement program.

I would prefer electronic copies. If any record is withheld, please cite the
specific exemption. Thank you.
